Presently the EU countries have a substantial experience in adopting reforms related
to deregulation of the economy and relieving entrepreneurs from complex administrative
procedures of the public regulation.
At the moment, the European countries use a so called New Global Approach assumed
that introducing the technical standards (regulations) is not cost-effective and
even creates obstacles to trade for companies supplying their products to the
world market. Harmonization of compliance assessment procedures is required all
over the world. This has to be done because of the constant economic development
observed in all countries. The EU is a principal initiator of this policy application.
The compliance assessment policy being an integral part of the New Global Approach
confirms that there are several ways to verify compliance - either directly through
considerable requirements or through harmonized standards. Countries select the
appropriate compliance assessment procedure estimating possible risks and, thus,
possible methods of protection. The EU provides various options to it's the trading
partners in order to achieve required conditions for open trade:
harmonization ( incorporating technical rules);
agreements under mutual recognition (to avoid any costs incurred by a
needless duplication of certificates);
development of technical cooperation (to support functional infrastructure
in 3rd world countries).
Analysis of the directives, based on the New Global Approach and possibilities
of their application in Russia is one of the most important components of research
within the the Project framework.
The EU experience will be analysed the Project framework (including individual
countries) in regards to removing excessive pressure of regulation on entrepreneurs;
introducing market mechanisms as an alternative to public regulation; setting
up a system of administrative regulation of business as a whole. Recommendations
regarding adapting the existing experience in Russia will then be made.

Development. The EU Countries Experience including a review and the analysis
of the EU countries experience was prepared.
