In this section we describe our nominated key experts and our roster of experienced
short term experts who together cover the whole range of skills required by
the tasks described in the ToR. In the next section, we explain how the team
will function as a project group. The Consortium partners have their own databases,
which include 1500 professionals, should the need arise for additional expert
mobilisation and/or replacement.

Expert 1: Project Director - John Bacharach is one of IMC's most experienced
Project Directors withmore than 30 years of general management and consulting
experience at director level. For more than 12 years he has led Tacis and other
technical assistance projects in the CIS. These projects have covered institutional
capacity building in Federal and Regional governments, enterprise development
and restructuring, administrative efficiency of public institutions, management
advisory and other consulting services. Currently, he is involved in complex
Tacis projects: as Project Director in Azerbaijan for: "Advice to the Ministry
of Economic Development" and as Deputy Project Director in Russia for:
"Tacis Enterprise Restructuring Facility -TERF". He has worked extensively
in CIS/CEE-transition economies and advised over 50 large enterprises and many
SME's to adapt to new market conditions. As a consultant set up business incubator
centres in Russian regions and as an executive/investor in the CIS, he has had
first hand experience with and extensive practical exposure to all the administrative
steps involved in registration, certification, licensing, and application of
technical standards for businesses.

Expert 2: Team Leader - Dr. Gennady Polonsky was educated, in Volgograd,
Moscow Academy of Finance and the USA and has a Doctorate degree in Economics.
For 10 years he lectured in Economics at the Universities of Newcastle and Brunel
University, Buckinghamshire College, Business School. He worked as visiting
professor in several leading European and American Universities. For the last
six years he worked as a Senior Economist and Project Manager for IMC Consulting
Ltd on international projects, specifically in the Tacis region. He is an experienced
Project Manager of complex international projects and has acquired over the
last 20 years a valuable experience of business conditions in CIS countries.
His fields of competence include: economic reforms (obstacles to start-up companies,
registration of legal entities), enterprise restructuring, institutional capacity-building,
micro-economic analysis of business environments, trade development, deregulation,
and EU-Russian business practice. He has advised various EU governments and
private corporate clients on issues of economies in transition and on trade
development. Based on his experience with some 50 enterprise restructuring assignments,
he prepared successful policy proposals for deregulation and removal of administrative
barriers during a two-year project for the RF Ministry of Economic Development
and Trade (MEDT) (value 2,8million). He had also leading responsibilities in
the Tacis Enterprise Restructuring Facility-TERF-1-2-3 projects in Russia (value
?11million) and the Emercom project, Russia, (value ?3.5million). He has excellent
communication skills and experience in dealing with high-level Russian government
officials. He has organised and participated in mass media campaigns, conferences,
videos, books, study tours, etc. He is fluent in both Russian and English languages.
Gennady Polonsky has numerous publications. His latest book (co-authored) 'The
Russian Province After Communism' was published by Macmillan Publishing in the
UK and USA in 2000.

Expert 3: Deregulation Expert - Aikaterini Chaniotou has a Master degree
in Mathematics. She worked in various ministries in Greece (Defense, Trade and
Industry) and drafted new procurement laws for the simplification of technical
certification procedures, deregulation of the activity of economic agents, risk
assessment of the development of the national industry standards. Since 1995,
she focused on EU development programmes involving activities related to deregulation
and removal of administrative barriers especially with regard to risk assessment
of the administrative cost, and institutional framework, studies on procedures
to promote competition.

Expert 4: Business Surveys Expert - Vladimir Buyev is President of the
Information-Consulting Centre "Business-Thesaurus" and General Director
of the "National Institute of System Research of SME Problems". Drafting
legislation to deregulate business activities and to remove administrative barriers
is one of his core expertise. He bases this expertise on the data flow provided
in part by the 40+ economic-sociological surveys of state-owned, privatised
and small-sized enterprises that he directed and organised. Funding for surveys
or projects for de-bureaucratisation of the economy came primarily from the
World Bank,the World Economic Forum, USAID, Tacis, OECD, Economic Analysis Bureau,
"Eurasia" Foundation, Moscow Public Scientific Fund, e.a. He has prepared
reports and analytical memoranda on issues related to regulation (deregulation)
of business activities and behaviour of enterprises in transition economies
for the RF President's Administration, staffers of the government, the Ministry
of Economic Development and Trade (MEDT), and for other ministries and departments.
He has organised field works (depth interviews, questionnaires, polls) and marketing
researches in various regions of the Russian Federation, including for MEDT
and is an engaged expert in the field of registration of legal entities, licensing,
technical regulation and implementation of control-supervisory measures. He
has organised systematic advance training for focus group trainers, SME executives
and employees. He has a long experience in developing and publishing survey-based
analytical information and reference materials on issues of entrepreneurship
and regulation.
Professional Liability Insurance Dr. Valeri Prosvetov, vast experience
with working with private companies in the are of risk management and professional
liability insurance. Educated in the leading universities of Russia and Germany
he participated in several Russian German programmes dealing with training of
the Russian managers and experts. During the last 12 years worked as a consultant
in the area of deregulation and removal of administrative barriers in Germany.
Development Technical Regulations - Ioannis Filopoulos - Has received
his education in France, and University of Montreal, has a rich experience in
Deregulation and removal of administrative barriers techniques, FIAS Survey
methodology business surveys. Worked in many East European countries advising
governments on different aspects of pre-accession process, deregulation of the
economy.
Local Short Term Experts
Risk Assessment & Technical Regulations - Alexei Olegovich Shekhovtsov
worked in the Working Centre for Economic Reform as a key specialist in regional
economics. Working in the Fund of Economic Research "New Economy"
he developed concepts and architecture of databases. He is a leading adviser
to many authorities, including the Ministry of Economic Development, on issues
related to supervision of business activities and reforms of technical regulation,
including development of technical regulations, establishment of obligatory
requirements for products, and risk assessments.
Lawyer, Deregulation Expert - Yevgeny Genndievich Litvak has been involved
in the research work, including at the regional level, on issues related to
regulation of business activities and excessive administrative barriers, including
with MEDT as deputy head of the corporate legislation department. He worked
on a comprehensive analysis of the normative-legal framework of Russia's drafted
federal laws and other laws and regulations aimed at eliminating excessive administrative
regulation of business activities.
Deregulation Expert - Oleg Mikhaylovich Shestoperov worked for years
in the Working Centre for Economic Reform where he dealt with economic development
issues in Russia's regions and implementing reforms aimed at eliminating administrative
barriers and at development of business activities in the regions. He managed
research in the field of administrative regulation of the business activities,
deregulation and technical regulation funded by the World Bank and USAID or
MEDT.
Deregulation, Regional Economist - Svetlana Dvurechenskaja is an expert
involved in research area of the problems of deregulations. She has done an
extensive research on the impact on the administrative barriers on entrepreneurial
activity. She worked on assessment of the rules, norms, legislation at federal
as well as regional levels and their economic influence and cost on entrepreneurs.
Deregulation, Competition expert - Dr. Andrej Schastitko leading Russian
expert on Institutional Economics, Deputy Head of the Bureau of Economic Analysis,
Leading advisor on all aspects of Technical regulation reform, author of numerous
publications including articles in refereed journals and 10 books.
Web Expert - Mikhail Deynekin is a web-specialist with more than 10 years
experience in creation of websites for commercial and non commercial institutions
including Russian Union of Entrepreneurs and Industrialists and others.
