IMC Consulting Limited (IMC) brings extensive resources of its own staff
and associates, with some 400 approved on currently active projects. In its
recent assistance to the Polish Ministry of Economy in implementing the EU's
"Acquis communautaire" or in working with the Russian Federation's
Ministry of Economic Development and Trade, and currently in its work with the
Azerbaijan Ministry of Economic Development, IMC has always managed to find
entire teams of first-rate public reform experts. Some experts had quite rare
experience, for example, in specific areas of EC laws and policies or on details
of technical regulation. IMC is also very much aware of business realities in
Russia through its work on three successive Tacis Enterprise Restructuring Projects
over five years.
IMC is part of Business Link, a major national programme in the UK under the
auspices of the Department of Trade and Industry. Its role is to assist the
Department to provide an environment conducive to business, cutting 'red tape'
and providing business services. To provide wider access to UK government, IMC
has worked with the Civil Service College, UK . The Civil Service College has
long experience training and developing links between British and CIS-countries'
administrations.

EuroConsultants s.a. was founded in 1990 and provides an array of consulting
services to a clientele, in the public and private sectors. EuroConsultants
navigates an organisation-client through all kinds of environments by keeping
in touch with the latest changes in the new economy and by utilizing high technologies,
innovation strategies and teamwork. Among its client are: the EC, World Bank,
EBRD, ministries and governmental organisations. Services provided include development
aid programs; business management, organisation planning, management of TA projects;
regional development/cross-border cooperation; feasibility studies; and quality
assurance studies.

European Organisation for Conformity Assessment (EOTC) is an independent
European body, established in April 1990 by the European Commission, the European
Free Trade Association (EFTA) and the European Standards Bodies. Articles of
Association were signed by 22 founder members on 3 December 1992. The EOTC members
are national and European bodies representing those with a stake in conformity
assessment. The customer base of EOTC and its members includes the professional
operator, the manufacturer and supplier, the regulator, and the consumer and
worker. EOTC-recognised Agreement Groups cover certification bodies and quality
assessment bodies, test houses and laboratories and inspectorates. EOTC acts
as a focal point for conformity assessment in Europe, but does not itself test
or certify products and services. As a focus for European Conformity Assessment,
the vision is: (a) to contribute towards the achievement of the Single Market
within the European Union and, in line with WTO principles; (b) to contribute
towards the world-wide elimination of technical barriers to trade; (c) to facilitate
the development of the mutual recognition of the evidence of conformity that
products and services meet their specifications, and (d) to contribute to economic
efficiency by reducing costs, and by better using Conformity Assessment infrastructures.
Business-Thesaurus is an independent non-profit Information-Consulting
Centre, founded by the Institute of Strategic Analysis and Development of Entrepreneurship
(ISARP) in January 1998. The core team of the firm is focused on reviewing the
business environment, analysing opportunities and barriers to entrepreneurial
activity in Russia. The firm has been developing recommendations and legislative
proposals to these issues. Based on the results of survey-research materials,
reference information and analytical publications are prepared for researchers
for federal and local government bodies, for entrepreneurs, managers, etc. Currently,
Business Thesaurus focuses on: - Conducting scientific and practical studies on issues related to the
creation, functioning and development of entrepreneurial activity and SME's,;
- Business monitoring based on surveys of enterprises and surveys of representatives
of federal and municipal authorities, market infrastructure institutions;
- Development of draft laws/regulations for the legislative framework of
Russia's entrepreneurship; and developing government regulations of entrepreneurship,
including deregulation of its activity;
Business Thesaurus has its own developed network of qualified interviewers
(in 50 Russian regions). It has implemented near 40 projects under grants and
requests of the Ministry of Economic Development and Trade of the Russian Federation,
the State Statistics Committee of the Russian Federation, the Government of
Moscow, World Bank, USAID, the World Economic Forum, Tacis, the Carnegie Foundation,
the Eurasia Foundation, the Moscow Public Scientific Foundation, e.a.
